Hanoi, Vietnam’s second-largest city, is situated in the Red River Delta, a region prone to heavy rainfall and flooding—risks that are further exacerbated by climate change. The Red River, which flows through Hanoi, faces significant flood and drought challenges, particularly during the May–September flood season. Major floods in 1945, 1969, and 1971 caused severe damage, highlighting the area's vulnerability.

越南第二大城市河内位于红河三角洲,该地区容易发生强降雨和洪水,气候变化进一步加剧了这些风险。流经河内的红河面临着严重的洪水和干旱挑战,特别是在5月至9月的汛期。1945年、1969年和1971年的大洪水造成了严重破坏,突显了该地区的脆弱性。
To mitigate flood risks, Hanoi is protected by the Red River dike system. In emergencies, floodwater is discharged into Van Coc Lake—a regulating reservoir located 30 km from the city center—via the Van Coc Gate and an overflow point, before being drained through the Day Weir.

为了减轻洪水风险,河内受到红河堤防系统的保护。在紧急情况下,洪水通过Van Coc Gate和溢流点排入距离市中心30公里的调节水库Van Coc Lake,然后通过Day Weir排出。
