我认为在尊重印第安人宗教、信仰和种族平等的基础上,在国家森林实行法律保护和实施,美国政府持有土地所有权和管理权,当地居民拥有居住权。在国家森林,居民们仍然可以信仰宗教、进行宗教活动,该地区仍是他们的圣地。这样既满足了印第安人的宗教需求和精神信仰,又将地区控制权交给了美国政府,同时也促进了当地政治、经济的发展,减少了政治、领土冲突,促进和平。
