 解决：

将PostgreSQL\9.1\bin目录下的Libpq.dll,Libeay32.dll, Libintl-8.dll, Ssleay32.dll复制一份放在ArcGIS Server安装目录的Server\bin***意：这里拷贝的文件需要都是64位的。

重启arcgis server服务
