Python version 2.7 required, which was not found in the registry

windows下安装scipy，发现pip装不上，各种报错。

索性用.exe格式的二进制包安装，结果报错说：
Python version 2.7 required, which was not found in the registry

好吧， 哥明明装好了python啊。只好hack一下，写一个python文件自行注册，具体参考：
