5.1 Software Cost Metrics
Software development cost measurement should be
conducted at the following time points:
- Requirement completion
- Design completed
- Coding completed
- Completion of internal testing
- After the project is completed
- At the time point when software sizing must be performed

Basic parameters of earned value analysis method:
- Planned Value (PV)
- Actual Cost (AC)
- Earned Value (EV)
evaluation indicators:
- Schedule Deviation (SV) = EV – PV
- Cost Deviation (CV) = EV – AC
- Cost Execution Index (CPI) = EV/AC
- Progress Performance Indicators (SPI) = EV/PV
