windows 11安装apex，亲测有效！

windows 11安装apex，亲测有效！网上各种方法都太不靠谱了，无力吐槽。。

git clone https://github.com/NVIDIA/apex.git
cd apex
python setup.py install

 git clone https://github.com/NVIDIA/apex.git报错连不上服务器的话就待会儿再试试，因为github在没梯子的情况下就是有时候能上去有时候上不去
