原因可能是下载文件错误

解决方法：

1.找到maven本地仓库，目录：C:\Users\Administrator\.m2\repository\org\apache\maven\plugins\maven-surefire-plugin\2.12.4

2.对比maven远程仓库，地址：https://repo.maven.apache.org/maven2/org/apache/maven/plugins/maven-surefire-plugin/2.12.4/，下载补全maven-surefire-plugin-2.12.4.jar、maven-surefire-plugin-2.12.4.pom及其对应的sha1文件

3.删除文件maven-surefire-plugin-2.12.4.pom.lastUpdated

4.刷新项目或者右键-->maven-->Update Dependencies
