interactive conservative ondemand userspace powersave performance schedutil

schedutil：系统默认的自动变频模式

userspace ：定频模式

powersave ：默认到最低频

变频的负载阈值：/sys/devices/system/cpu/cpu0/cpufreq/schedutil/target_load

可以把这个负载值默认抬高一点，不让cpu那么频繁的升频
