1、运行cmd进入命令行界面；

2、运行命令： netsh winsock reset

3、重启电脑

在运行tomcat，可以正常启动。

 

 

还有一种方法：

这种方法 不用重启电脑， 直接关闭所有 java ee 的进程 。然后再打开 esclipse 就可以了。（推荐）
