question about material Revision Level fetched on PR

Hello. Please refer comments below : In the standard SAP system, following 3 points are valid.
1. The system determines which revision level is to be used for production or purchasing for each procurement proposal during the planning run.
2. For materials produced in-house, the revision level is determined via the explosion date of the planned order. In BOM explosion, the dependent requirements date is used for determining the revision level for the assemblies and components.
3. For materials procured externally, the revision level is determined via the release date of the purchase requisition or the order start date of the planned order. The revision level is displayed in a separate column in the MRP list as well as in the stock/requirements list.
To answer your question, we cannot change the working to request date. In the related issue, same question was asked (whether the working logic can be shifted to Request date/creation date of PR). One SAP note mentioned in that issue was implemented, which changed the working logic of revision level determination on delivery date. Please refer the comments and SAP note in attachments tab of the related issue.

Symptom
Revision levels for external procurement in planned orders and purchase requisitions:
If the engineering change management is active for a material procured externally and different
revision levels are maintained for the material, materials requirements planning determines the
revision levels of the material valid for the order start date of the planned order or for the
release date of the purchase requisition when you create and change planned orders and purchase
requisitions.

Reason and Prerequisites
The symptom described above only applies to planned orders or purchase requisitions for which no BOM
explosion was executed, that is, it does not apply to subcontracting.For subcontracting, the
explosion date of the bill of material is relevant. It can be controlled using Transaction OMIW in
Customizing.
The attachment contains a modification that implements a selection of the revision level for the
delivery date or order finish date for purchase requisitions and planned orders procured externally,
that were created by MRP, or manually created planned orders.
Selection of the revision level for subcontracting order proposals is still carried out via the
explosion date.
Solution
This modification can be implemented in all referenced releases. Since this is a modification, the
effort for test and preventive maintenance lie in your area of responsibility .We recommend to
implement and test the modifications first in a test system.
The implementation of Note 368352 is considered a prerequisite.
