Symptom
1. You create a purchase requisition in materials planning. However, no
workflow is created for this purchase requisition for the release.
2. When you convert a planned order into a purchase requisition, no workflow
is created for the release.

Reason and Prerequisites
Purchase requisitions created by materials planning usually can also be deleted
again by the materials planning. However, you can currently not delete work
items by program control. There is a risk of inconsistencies being created
between the work items and the respective purchase requisitions.
This risk certainly does not exist for fixed purchase requisitions. Therefore,
it is recommended to use the following procedure. With the correction specified
below, a workflow is created when converting planned orders into purchase
requisitions for fixed purchase requisitions. Please always create planned
orders in materials planning and convert them into purchase requisitions using
transaction MD14 or MD15. The purchase requisition will be fixed (and, as a
result, a workflow is created for the purchase requisition), if one the
following requirements is met:
1. The planned order was fixed.
2. You are using the individual conversion with transaction MD14.
3. The fixing indicator is set (as of Release 3.0F) in the initial screen of
transaction MD15.
