I have had excellent success in PPV (it's currently by far my most profitable traffic source) and in my opinion the most important fundamental is closely matching the demographic of the offer to the viewers of the websites you are targeting.
For example, if you had a dating offer for black people (such as BlackPeopleMeet.com - Black Dating Network for Black Singles) you could target hip-hop or rap sites perhaps. This is a simple example but something it's something that a lot of people forget. Make good use of Quantcast - Home and Alexa the Web Information Company to provide information on demographics.
In terms of offers that work well, I tend to recommend email and zip submits when starting out (one of the simplest and usually profitable campaigns you can run is to simply target a branded zip/email submit to the company itself - i.e run an Iphone 4 email submit on Apple.com
Once you've mastered email/zip you should definitely try out dating, education and lead gen as they are all very profitable and you can test them for a relatively small budget.
Make landing pages that stand out and grab the users attention using any tactic that you possibly can (bright text and images, flashing things, audio etc can all work well).
Tracking is very important so you should either look at Proper202 or CPVLab (which is my personal favorite but has a high price tag for a beginner) for this. You need to ensure you can track keywords effectively before you even start running campaigns.
By far the most important thing though is just to build a large number of campaigns and trying lots of things out. Once you hit a winner... it's a great feeling!
