ntunnel_mysql.php, ntunnel_pgsql.php or ntunnel_sqlite.phpis available in the Navicat installation folder or Navicat installation package.

If you are using Navicat macOS version 10 or above, you can extract the script file by clicking the Save Tunnel Script As / Export Tunnel Script button under the HTTP tab in Connection window.
