bug solved

1\ GLM of statsmodels , cause some 'DLASCL ****invalid parameter 4  *** entry ***', just because the statsmodels version, downgrade 0.9.0 ->0.8.0 will solve this problem.

2\ numpy & scipy may use some BLAS lib to use some multiprocessing accelerate the compute, but it will cover too many resources, should restrict it so that not cover all the resources.
