1，下载包

官网地址：https://pypi.org/project/tensorflow/1.1.0rc2/#files

清华镜像：https://mirrors.tuna.tsinghua.edu.cn/tensorflow/windows/cpu/

2，安装包

（1），将下载的包拷贝到 D:\Python36\Scripts 目录下；

（2），打开cmd窗口，进去D:\Python36\Scripts 目录，执行安装命令：

pip install tensorflow-1.3.0rc0-cp36-cp36m-win_amd64.whl
