Issue 11: All nations should help support the development of a global university designed to engage students in the process of solving the world's most persistent social problems.

Nowadays, social problems become more and more complex, which cannot be completely solved by only one country. An effective and practical approach to this problem is the union of different country and thorough communication among them. Therefore, the development of a global university is much necessary to engage students in this approach, and need every country's support.

There are many social problems actually bother every country over the world, and require the international communication and cooperation to solve them. With the development of society and technology, every country depends much more on others in economy, culture and environment. People over the world are confronted with the same problem: environmental pollution, energy crisis, terrorism threat and war among country. Any country cannot solely survive the Earth as well as itself. Only when every country takes respective responsibility and endeavor would there be a possible approach to the ultimate solution. Facts have proven that international cooperation is an effective way. The Kyoto Protocol to carbon dioxide emission problem, the Galileo Plan to outer space exploration and the Green Peace Organization to environment have illustrate the point that international communication and cooperation is the only to way to solve global problem.

Global university would be a proper place for international communication among young students from different country, which is helpful to solving these persistent social problems. As the Franklin D. Roosevelt said, we cannot always build future for our youth, but we can build our youth for the future. Indeed, young students determine the future of world, and many persistent and complex problems could not be solve immediately and have to be left to youth. With such a global university, young students from different country could discuss some commonly concerned problem, and exchange their viewpoints and thoughts. Such communication will definitely help them to understand the persistence and complexity of today's social problems, and could impel them to find more appropriate solutions. When they graduate from this university, they could much clear realize the global situation and their responsibility to these social problems. Therefore, countries ought to support development such a global university and send their young people to receive education.

In the running of such a university, there are also some problems that cannot be ignored and need international endeavor to overcome them. Certainly, different country does not have same national interest and culture, and there will definitely be some conflicts in the global university. Such conflicts also occur as to the problem of the support degree of each country. In addition, how to divide the result of research is also a problem. However, history of human being is replete with such conflicts, and people have learned that cooperation and communication is the best way to solve the conflicts. As long as people from different country have the same ultimate goal, and as long as they could sincerely exchange their viewpoint, these obstacles will not hinder people's step to finally solving these persistent social problems.

In sum, today's persistent social problems must rely on international communication and cooperation; young people, as the one who determine the future, ought to take this responsibility. Though there are many obstacles in the establishing and running process, a global university, a proper place for youth to exchange their ideas and thoughts, should be supported by all nations.
