lightweight openpose和hrnet对数据的缩放

lightweight openpose因为有3层stride=2的卷积层，所以他的标签(标签就是mask和keypoint还有paf)需要缩放3倍。

hrnet他是有设定的，输入大小和输出大小都是固定的。
