避免codex生成乱码

创建一个文件把下面这段放进你的项目中，让codex读一次就可以避免乱码了。
Encoding rules:

• All files must use UTF-8 without BOM
• Never use GBK or ANSI
• When reading/writing files, always specify UTF-8
• If Chinese text appears corrupted, find the original text instead of rewriting the corrupted one
• Reply to me in Chinese
