大概意思就是你的账号未满 18 岁。

解决办法很简单，访问 https://myaccount.google.com/age-verification ，登录 Google 账号，会提示让你选择一种方式认证年龄。
我选的是第 3 个：人脸照片识别年龄。选择之后会显示验证 二维码 / 链接，用手机访问（需要魔法上网）打开网页，按指示操作即可。操作完立即就能解除这个限制。
