整合一个车牌识别DEMO - 基于MNN

近来看到不少开源车牌识别，给出了很不错的效果。

也看到MNN发布稳定v1.0版本，尝试在win7 + vs2015上cmakeGUI都可以轻松通过，越来越友好。

结合这些资源，弄个win demo，方便测试。
