python安装库报网络错误问题与解决办法

升级pip版本
python -m pip install --upgrade pip
安装库报网络错误问题
我在anaconda里激活我的虚拟环境，然后pip install opencv-python，结果报出这样的错误：

后来发现原因是：（我开起了climb 墙工具），把它关掉就可以正常安装了。
