Why the marketing of Gmail lags behind MSN mail?

I read a news today which reported that Google added camera functionality to their Gmail for enhancing the marketing. But, the quantity of Gmail users is still less than MSN mail users. I think that many of MSN email users are from MSN Messenger in China, so the one reason of the backward state of Gmail is due to the backward state on IM marketing.
