1.jupyter&conda combine space enviorment

target:

when we new a notebook we can use the conda enviorment we have been create;

main part just follow net can work well. Only problem is the location of pip/pip3 may cause problem.

My pip->python3.7 but pip3->python3.6 so I bound ipykernel to pip3,but use pip,the location show has been installed but we cannot use.

if cuda available means the enviorment can be used

It's really nice and convinient! I love jupyter's powerful function,save time and effective work effort:)
