Wagtail Dockerfile 构建镜像加速

Wagtail 版本 7.0 LTS
使用wagtail start命令生成项目后，会在项目内有个Dockerfile文件。
内容如下：

对第18行到第25行修改为以下内容：

其中aliyun可改为tencent。
