IIS 发布网站出现<compilation debug="true" targetFramework="4.6.1">错误

原因是环境只安装到.net Framework 4.5 的版本（.net版本向下兼容 ）

解决方案：

升级.net Framework

修改为<compilation debug="true" targetFramework="4.5">
