ASP.NET Development Server failed to start listening on port

今天打开Website时，按F5调试和点一个.aspx文件右键点View in Browser时都提示下面的错误：

ASP.NET Development Server failed to start listening on port 3417.
 Error message:
 An attempt was made to access a socket in a way forbidden by its access permissions

OK  
---------------------------

最后找到了解决方案如下：

1. 选中Web Project, 按F4
2. 属性中把Use dynamic ports改为false
3. 给Port number指定一个新的
4. 按F5 来run，就好了
