微软随着 Visual Studio 2005 发布了第一个针对 ARM 平台的设备仿真器 Device Emulator 1.0。跟 Visual Studio .NET 2003 中附带的设备仿真器相比，它具有以下优点：
1. 运行针对 ARM 处理器而不是 x86 处理器编译的代码。
2. 支持与 ActiveSync 的同步。
3. 支持更多的开发环境。
4. 支持 GAPI，可以在此仿真程序上编写并调试游戏。
Device Emulator 2.0 包含在 Windows Mobile 6 SDK 中发布，在安装时会升级现有的 1.0 版本。Device Emulator 2.0 提供了大约 40% 的性能提升，配合蜂窝仿真器 Cellular Emulator，可以模拟电话、短信、无线网络等功能。
在 Visual Studio 2008 中，Device Emulator 已经升级到了 3.0，支持通过编程的方式对设备仿真器进行控制。安装时同样会升级现有的 1.0 或 2.0 版本。
现在 Device Emulator 3.0 独立版本已经发布了，它可以独立安装和使用，目前只有英文版，相信简体中文版不久将会提供下载。
