Unfortunately this solution did not work for me:
however changing the registry key to
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\.htm default to htmlfile
did work.
Cause: After an uninstall from Firefox 3.0 Beta there was a wrong value of the default ...
So it seems we have to check al the registry class entries with htm!
This did the tric for us; thanks a lot !!

I tried this in watir-1.5.1.1230 too. It doesn't work. It not understand: require 'watir\contrib\enabled_popup'
and then funtion:
hwnd = $ie.enabled_popup(waitTime)
do not work.
这种网络应用不应该和Office这些东西比功能……怎么可能比的过。
应该看本身的功能如何，能否满足某些（可能是大部分）情况下的需求。

to oscar: I'm not sure what's your poblem is. Maybe you can try to set all default programs to Microsoft Windows applications and see if it works. Then try custom the configuration.
I don't use Windows Vista any more. It's too slow and have many compatibility problems to me. So sorry I can't give you more advices.

测试过，我的问题还没解决，我的win2k3 sp1上就是装不了vs2005 SP1，按照微软给出的解决办法修改了，结果还是出现1718的错误，很郁闷～
